The point of this idea is to (bring and) keep up public awareness that there are still orphan children looking to share their lives and love with someone.
An important aspect seems so counter intuitive, that it may be a stopping block for people. But it really is about massive advertising presenting children almost as something you can just pick up, have fun with, and throw away. The point here is to entice the main target group, and accept and deal with the other unwanted groups, which will turn up en-masse.
To begin, and for maybe many years, 4 target groups will be accepted, the rest will be put on "waiting lists" pending expanded screening processes. In priority :
One main point with the children is to make clear that is just for a weekend, or a day maybe where circumstances warrant. They are not "auditioning" for adoption, and that is not even in view. They are to just have fun, be polite, and so on. With being good kids, they bring a positive image of orphan kids to the community. And as can, point out that it's not them individually, but by the collective results. So when things don't go good, it's not a problem at all.
A point to consider is monitored and not. The monitoring device can be something made nice for the child, and should be a clear and easy communication device, so the child stays in touch with his caregivers. This is important for any questionable situation, even if passes evaluation, and especially meant for expanding beyond the core target groups.
I would really expect that something like this exists, but apparently not in any area I've been in. As the point is a lot of advertising, and I've seen none. To me the point of the advertising is so important that it really should be the biggest budget expense and grossly outweigh even critical things like the screening processes.
It is a very sad fact that unfortunately some of the children who participate in this might meet with things that I don't even want to think about. A thorough screening process hopefully will eliminate that, but realistically it will always be a possibility. This is an area that requires preparation for all backlash that idiots will jump on, whenever something goes wrong and gets made a public spectacle. Counter publicity of all the successes, especially increase in adoptions including not as a direct result of a weekend placement.
Although it is probably beneficial to make it mostly about a one-time thing, it should also be accommodating and suggestive of possible regularly with the same child, or rotating through children.
Again, the point is that orphan children are outside of the orphanage, hopefully a nice time for them, but mainly that people around the hosting family see and think about orphan children. Many will hopefully at least try this program, but at least will talk about it and spread the notion that there are still orphan children, we just don't see them everyday and know it.
