This idea is to tap the data going into the flight data and cockpit voice recorder "black boxes". Then encrypt, compress, and transmit to all other planes, airports, etc. that can receive it. This is sent as lower priority communication until there is a master warning or some such thing or they declare an emergency. Then priority is higher as long as does not interfere with flight and recovery operations.
I had seen one airline had real time data being sent to them from their flights, and could monitor engine performance, etc. And possibly help with diagnosing problems in flight.
This could also be similarly used by other airlines for the same purposes as best can from the data provided. The voice recordings would basically just be stored in case needed for eventual crash investigations.
