This is a few ideas thrown here for now.
One thought is that governments should publish what refugees they are willing to take, how far over capacity they are, or hopefully that they have room for more.
Then a government that is denying refuge to a person can check for which other government might be willing to take this refugee.
And people having to flee might get information about where their best choice is to flee to.
Another concern I have is helping friends, relatives, and concerned persons locating refugees, including when they are taken in. Of course this is difficult especially since governments will not want to work with this probably. And privacy concerns makes this difficult to handle.
One other concern I have is about refugees returning back home, when conditions have changed (war ended), or just home sick, and helping them return and rebuild a life there.
Most important is finding ways to prevent the need to flee. That is to say prevent the creation of refugees. Immigration would then just be by desire, not need.
